According to the court document, witnesses found the teenage victim lying on the roadway next to her skateboard after hearing a loud bang coming from Grant Boulevard at an intersection adjacent to Izaak Walton Park in Wabasha. The witnesses also told police a tall elderly man and a woman were also present but they left before police officers arrived at the scene. The man was later identified as Quist. One witness told investigators Quist was heard saying "she is gone," and the woman stated, "she just darted out."

Wabasha police say Quist and the 45-year-old woman later contacted law enforcement and returned to the scene. The criminal complaint says officers detected the odor of an alcoholic beverage on Quist and a preliminary breath test put his blood-alcohol-concentration at .096. The results of a blood test are still pending.

Quist was arraigned on the charges this morning and was ordered back to court for an evidentiary hearing on October 19th. His conditional bail was set at $5000.
