
City of Blaine Says NO Despite MN Supreme Court Ruling
This subject seems to have been a debate for years. The position that women may not go topless because it's considered indecent exposure. The thought was that for men, it's just fine and a lot of guys are bigger than some women. They aren't wrong. But....
So, this subject made it to the Minnesota Supreme Court last year, and they had this ruling.

So, obviously they are making a couple of rules along with the indecent exposure rule. It isn't straight across the board that says it's just fine to parade around with no top - but not exactly sexual.
THE CITY OF BLAINE HAS MADE THEIR OWN CITY ORDINANCE ON THE SUBJECT
The City of Blaine, ahead of the time when all the parks, pools and beaches will be open, have put in their own city ordinance regarding the ruling for Minnesota from the Supreme Court.

Of course, this prompted a bunch of comments on the same subject. Stating that why is it ok for men, and not women. It's not surprising that there has been some backlash because of the ruling from the MN Supreme Court, but cities can make their own decisions as well.
