The court document identifies the target of the investigation as 62-year-old Todd Steven Mattson.
After opening the investigation, the Rochester Police Department set up a buy between the informant and alleged drug dealer in Rochester, according to the court document.
The informant then purchased a package containing a substance that tested positive for methamphetamine, the complaint says.
The package weighed more than 17 grams, according to the court filing.
Court records indicate Mattson has a criminal record that dates back to 1991. He was convicted of fifth-degree drug possession in Olmsted County in 2011.
Mattson is charged with one count of first-degree drug sales. He’s scheduled to make his first court appearance in May.
The case against Mattson is the third time that charged have been filed connected to a controlled buy conducted by local law enforcement.
Last month, 42-year-old Cassia Nisan Chaney-Smith and 33-year-old Coty Marie Bredesen were charged following a 2024 controlled methamphetamine buy conducted by the Olmsted County Sheriff's Office.
Also in January, 31-year-old Kadar Abdulkadir, who has a prior drug sales conviction, was charged with first-degree drug sales following an undercover fentanyl buy conducted by the Rochester Police Department. Both of those cases are still pending.
