Rochester, MN (KROC-AM News)- The Rochester Police Department has issued a community notification regarding a sex offender living in Rochester who is set to be released from custody.

Police issued the community notification on Thursday morning. The notification says he was approved to be released from the custody of the Minnesota Department of Corrections.

Rochester Level 3 Predatory Offender Set to Be Released from Department of Corrections Custody

47-year-old Justin Thurmon Keltner is classified as a Level 3 predatory offender. He will registered as homeless in Rochester beginning on Friday, May 16, a Rochester Police Department news release says. 

He had been living at a residence on the Olmsted County Government campus in the 2100 block of Campus Dr. Southeast since December of last year.

Keltner was accused of engaging in sexual conduct towards an adult woman, teen girl and female child. The conduct involved him exposing himself to the victims who did not know him, according to the notification. 

The notification says he approached the females as they were walking in public and that he used shock and surprise in an attempt to control the situation. 

Court records indicate he was convicted of felony indecent exposure in Hennepin County in 2021. He also has prior convictions in Olmsted County for felony burglary and check forgery.
