A 19-year-old Waseca man has been charged in Rice County court with 2 felonies after he allegedly solicited a juvenile female in the fall of 2018. The complaint and summons against Seth Thissen of Waseca were filed on February 12 in Rice County. 

Thissen has been charged with engaging in electronic communication relating or describing sexual conduct with a child under the age of 15, and soliciting a child or believe to be a child through electronic communication to engage in sexual conduct with a child under the age of 15. Both are felonies and carry 3 years incarceration or a $5,000 penalty or both.

Thissen engaged with the juvenile according to the complaint, on or between September 1st and October 3rd, 2018. On October 3rd, 2018 a Rice County Sheriff's Office investigator received a child protection report from Rice County Social Services after a mandated reported notified social services of the inappropriate communication between the juvenile and Thissen.

The juvenile victim told the investigator that she had met Thissen at a same-day treatment program. The victim told investigators that she had been engaging in text and voice conversations with Thissen outside of school. Some of the conversations that were detailed in the criminal complaint dealt with the juvenile leaving her home and coming to live with Thissen, and propositioning having sex with the juvenile.

Investigators contacted Thissen and after agreeing to speak with them denied doing anything or asking for anything of a sexual nature with the juvenile victim. Thissen did tell investigators that he and the victim "role-played" on the phone like "a lot of people" do.

Thissen when speaking with law enforcement told them that he tried to get the juvenile victim to download the "amino" app. After research on the app law enforcement, is relatively new, with no parental controls. The app also contains pornography and perverse subculture that involves sexual content, nudity, substance use references, realistic violence, and fantasy violence.

Thissen is scheduled to appear in court next on March 13th.
